Unknown Person Filmed Distributing Money Among Citizens on Referendum Day (Video)

A reporter of RFE/RL's Armenian Service has filmed an unknown man distributing money among the voters near a voting station in Yerevan. The man, as seen in the video, is handing out 10 thousand dram bills to each of the citizens, putting a plus sign in front of the names.

When confronted by the reporter about the list and the money, the man claimed it was a “list of debts;” he then tried to seize the journalist's camera. 

On 8 am Sunday Armenians have begun voting in a nationwide referendum on draft constitutional amendments, initiated by President Serzh Sargsyan, that seek, among other changes, to transition Armenia from a semi-presidential to a parliamentary system of governance.

Local observation missions have been reporting a number of different infringements during the election process, including but not limited to hindrance to the observers' and journalists' work, violations of the secrecy of voting, as well as numerous instances of multiple voting.
